When you restart the Management Station, the Resource Manager begins pinging services to confirm they are operational, and it sends alarms if a service is not available. For example, after a system reboot, the Management Station might be operational before the services are online. Use this property to avoid unnecessary alarms that occur when a service is unavailable because it is also in the process of restarting.
